HICP for November 2025 shows 0.1% annual increase

The Harmonised Index of Consumer Prices increased by 0.1% in November 2025 compared to November 2024, with a 1.1% decrease compared to October 2025, based on Eurostat’s flash estimate.

The Harmonised Index of Consumer Prices (HICP) for November 2025 increased by 0.1% compared to November 2024. The index recorded a decrease of 1.1% compared to October 2025 (Table 1).

Eurostat’s flash estimate indicates the HICP in the Euro area for the last month.

Largest positive changes compared to November 2024 were observed in Recreation and Culture (5.1%) and Restaurants and Hotels (4.5%). Largest decreases were in Clothing and Footwear (-7.5%) and Housing, Water Supply, Electricity and Gas (-2.6%).

Compared to October 2025, the most significant changes were in Restaurants and Hotels (-2.8%) and Food and Non-Alcoholic Beverages (-2.6%).

For January–November 2025, compared to the same period in 2024, the largest changes were in Recreation and Culture (6.3%), Clothing and Footwear (-6.2%), and Restaurants and Hotels (5.2%).

The largest change among economic categories compared to November 2024 was in Energy (-4.7%), and compared to October 2025 in Food, Alcoholic Beverages, and Tobacco (-1.8%).
