Fiscal accounts of general government for January–December 2025 show a surplus of €939.2 million

The preliminary fiscal results of Cyprus’ general government for January–December 2025 show a surplus of €939.2 million, representing 2.6% of GDP. This compares to a surplus of €1,439.3 million (4.1% of GDP) in the same period of 2024.

Total revenue increased by €864.8 million (+5.9%) to €15,615.2 million, from €14,750.3 million in 2024. Revenue from taxes on income and wealth rose by €341.3 million (+9.0%) to €4,146.0 million. Social contributions increased by €358.7 million (+7.9%) to €4,878.7 million. Property income grew by €37.4 million (+30.4%) to €160.3 million. Taxes on production and imports increased slightly by €14.0 million (+0.3%) to €4,696.8 million, with net VAT revenue decreasing by €52.8 million (-1.7%) to €3,116.8 million. Revenue from the sale of goods and services increased by €159.6 million (+17.9%) to €1,049.4 million, and current transfers increased by €27.9 million (+7.1%) to €421.1 million.

Conversely, capital transfers decreased by €74.1 million (-22.0%) to €262.9 million.

Total expenditure increased by €1,364.9 million (+10.3%) to €14,675.9 million, compared to €13,311.0 million in 2024. Compensation of employees rose by €253.3 million (+6.5%) to €4,131.2 million. Social benefits increased by €382.3 million (+7.2%) to €5,686.0 million. Intermediate consumption grew by €136.0 million (+9.3%) to €1,600.8 million. Current transfers increased by €77.8 million (+9.2%) to €920.2 million.

The capital account increased by €562.1 million (+46.6%) to €1,767.2 million, with gross capital formation rising by €242.6 million (+25.1%) to €1,207.3 million. Other capital expenditure increased by €319.5 million to €559.9 million. Interest payable decreased by €27.0 million (-6.1%) to €418.7 million. Subsidies decreased by €19.6 million (-11.4%) to €151.8 million.

It is noted that estimates have been produced for some entities within the Local Government Subsector due to insufficient data submission by authorities.
