The address was delivered on behalf of the Minister of Finance of the Republic of Cyprus, Mr. Makis Keravnos, by Ms. Lucy Herodotou Mouskou, Financial Director for the Financial Management of Central Government.

Mr. Keravnos, unable to attend due to prior commitments, conveyed greetings and best wishes for the success of the 9th Safer Gambling Conference, which also marks the start of this year’s Safer Gambling Week.

The conference, organized by the National Betting Authority and its Chairman, Mr. Trisokkas, is held for the ninth consecutive year. It serves as a platform for dialogue, knowledge-sharing, and awareness-raising among government bodies, regulators, market stakeholders, academics, psychologists, advertising representatives, and licensed operators.

The Minister highlighted the sector’s growth and its contribution to the Cypriot economy, emphasizing that progress should also be measured by regulation quality, transparency, and citizen protection. He noted that problem gambling impacts families, society, and the state, and must be addressed responsibly.

The government, under President Nikos Christodoulides, prioritizes sound public finances, support for households, and citizen protection. Efforts include promoting a responsible gambling culture, prevention of harm, and technological oversight, with the National Betting Authority playing a key role in regulation and awareness initiatives.

Safer gambling is a core policy, requiring shared responsibility among the state, the authority, and stakeholders. Key measures include public awareness, early risk detection, responsible conduct promotion, and protection of vulnerable groups. Since 2024, the National Self-Exclusion Platform enables individuals to exclude themselves from licensed online platforms, with particular focus on minors and young adults exposed to digital promotion.

This year’s conference emphasizes artificial intelligence and data analytics to understand risks and enhance protective mechanisms. Discussions with advertising representatives and activities during Safer Gambling Week aim to protect young people and promote responsible gambling.

Technological advancements demand continuous supervision, expertise, and cooperation among stakeholders. The Minister expressed hope that the conference will foster new ideas, partnerships, and effective policies for a lawful, transparent, and safe gambling environment.

The Minister also welcomed international guests, appreciating their expertise and insights. He concluded with a message: “The economic prosperity of a country cannot be separated from the protection of its people. Anyone participating in gambling should do so responsibly, and the State has a duty to support those exceeding safe limits.”
