Building permits increase by 9% in January-October 2025

During January-October 2025, 6,490 building permits were issued, a 9% increase from the previous year. The permits cover residential, non-residential, civil engineering projects, and more, with significant growth in value and area.

The Statistical Service announced that during October 2025, 855 building permits were issued, with a total value of €447.6 million and a total area of 356.2 thousand square metres. These permits include construction of 1,950 dwelling units.

For the period January-October 2025, 6,490 permits were issued, compared to 5,955 in the same period of 2024, representing a 9.0% increase. The total value of permits increased by 27.7%, and the total area by 30.7%. The number of dwelling units increased by 33.1%.

Since July 1, 2024, the authority to issue building permits was transferred from municipalities and district offices to newly established Local Government Organisations (LGOs). The permit process is now managed through the integrated information system “Ippodamos”.

Data include permits for residential, non-residential, civil engineering projects, division of plots, and road construction. The statistics exclude permit renewals and permits for division of buildings. Data collection shifted to electronic processing via “Ippodamos” following administrative reform, which initially caused some delays and technical issues.
