Cyprus unveils its first national anti-fraud strategy during OLAF conference

Cyprus presented its first national anti-fraud strategy for 2026–2031 during the 4th OLAF Expenditure Conference, emphasizing European cooperation to protect EU financial interests.

The Republic of Cyprus, during its Presidency of the European Union Council, hosted the 4th European Anti-Fraud Office (OLAF) Expenditure Conference titled “Prevent, Detect, Investigate” on June 3-4, 2026, in Agia Napa.

At the conference, Cyprus presented its first National Anti-Fraud Strategy for the period 2026–2031, developed by the Treasury of Cyprus as chair of the National Anti-fraud Coordination Service (AFCOS Cyprus). This strategy provides a comprehensive framework for the prevention, detection, investigation, and management of fraud related to EU funds.

The strategy aims to improve coordination among national authorities, enhance risk management, and strengthen control mechanisms. It was developed with technical support from the Organisation for Economic Co-operation and Development (OECD) and financial support from the EU.

Key speakers included Cyprus Deputy Minister for European Affairs, Ms. Marilena Raouna, and OLAF Director-General, Mr. Petr Klement. Ms. Raouna emphasized the importance of trust and cooperation in protecting EU financial interests, while Mr. Klement highlighted the need for strong relationships between European and national authorities.

The conference also discussed modern challenges in anti-fraud efforts, including the use of advanced data analysis tools, cooperation with European institutions such as the European Public Prosecutor’s Office (EPPO), AMLA, and FIUs, and the role of national strategies in the next Multiannual Financial Framework (2028–2034).

Hosting the conference under the Cyprus EU Presidency demonstrated Cyprus’s active role in European efforts to safeguard financial resources and foster cooperation among EU institutions and member states. The presentation of the strategy marks a significant step in strengthening Cyprus’s capacity to prevent and combat fraud involving European funds.
