Digital euro app to incorporate highest accessibility standards

The ECB announced that the digital euro app will feature advanced accessibility features exceeding legal requirements, with usability testing planned for 2027 to ensure inclusive access for all Europeans.

The European Central Bank (ECB) has outlined the accessibility features of the digital euro app, designed to enable users to access basic digital euro services. Accessibility and inclusion are core principles from the outset of the project.

The proposed app features will surpass the requirements of the European Accessibility Act and standard EN 301 549, incorporating best-in-class accessibility features. These include enhanced visual design, full keyboard navigation, screen reader support, time-out warnings, simplified language, error prevention, and reduced motion settings.

The design applies the highest level of accessibility requirements based on the Web Content Accessibility Guidelines adapted for mobile payment applications, addressing perception, operability, and cognitive accessibility.

ECB Executive Board member Piero Cipollone emphasized that, like cash, the digital euro should be accessible to all Europeans on equal terms. The accessibility features have been developed in collaboration with consumer organizations, accessibility experts, and national central banks.

The app is currently under development and will undergo usability and accessibility testing during the digital euro pilot launching in 2027. Testing will involve members of the ONCE Foundation for Cooperation and Social Inclusion of People with Disabilities, ECB staff, and staff from 19 national central banks to ensure a consistent and inclusive user experience across the euro area.

According to the proposed digital euro regulation, the app will be one of several channels for accessing digital euro services. Users will also be able to access services through their payment service providers, with the legislative proposal supporting user choice. Consumer organizations have emphasized that an accessible Eurosystem app is essential for universal access to the digital euro.

The ECB’s design demonstrates a commitment to creating an inclusive payment solution that empowers all Europeans to participate fully in the digital economy.
