The European Banking Authority (EBA) launches a consultation on amendments to data collection standards for the 2027 market risk benchmarking exercise, open until September 3, 2026.
The European Banking Authority (EBA) has launched a consultation on proposed amendments to the Implementing Technical Standards (ITS) related to the benchmarking of internal models and the standardised approach for market risk for the 2027 exercise.
The amendments aim to align the benchmarking framework with evolving regulations and provide institutions and supervisors adequate preparation time for upcoming market risk requirements. The consultation runs until 3 September 2026.
The proposed amendments include updates to the data collection process for the 2027 exercise. These are mainly technical and pragmatic, such as restoring existing reporting requirements like CRR2-IMA and reorganising reporting templates. The amendments also consider the application of the European Commission’s FRTB Delegated Act from 1 January 2027. Some changes, including the CRR3-AIMA templates, have already undergone public consultation.
Given the targeted nature of the amendments, a six-week consultation period is considered appropriate to enable earlier adoption of the final ITS and allow additional preparation time for newly included institutions.
Responses to the consultation can be submitted via the “send your comments” button on the consultation page. All contributions will be published after the closing date unless confidentiality is requested. The deadline for submissions is 3 September 2026.
These draft ITS are developed under Article 78 of the Capital Requirements Directive (CRD), which mandates the EBA to specify benchmarking portfolios, templates, and definitions for annual exercises. The benchmarking supports supervisory assessments and the analysis of internal model outcomes, helping authorities monitor capital requirement variability and assess regulatory impacts across the EU.
