The European Banking Authority (EBA) has published a Discussion Paper proposing a simplified process for small and non-complex institutions (SNCIs) to implement the Pillar 3 Data Hub (P3DH). The aim is to reduce operational burdens by allowing the EBA to handle the calculation and publication of Pillar 3 disclosures for SNCIs.
The paper details the proposed methodology for calculating disclosures on behalf of SNCIs, enhancing transparency, comparability, and data accessibility for institutions and supervisors. It also outlines next steps and timelines for the first publication of Pillar 3 data for SNCIs.
Additionally, the EBA released a new P3DH FAQ and related IT solutions for large and other institutions. The FAQ clarifies IT procedures, including contact nomination and automatic notifications for Pillar 3 publications.
Responses to the consultation can be submitted via the dedicated EU Survey. All contributions will be published after the closing date unless otherwise requested. The deadline for submissions is 20 July 2026, COB.
The EBA will hold a public hearing on 1 July 2026, 15:00 to 16:30 CEST. Registration is open until 26 June 2026, 16:00 CEST.
The P3DH platform, launched for large institutions on 26 January 2026, is now being extended to SNCIs. The platform provides centralized access to Pillar 3 disclosures, fulfilling requirements under Article 434(4) of the Capital Requirements Regulation (CRR). The classification of institutions follows CRR definitions, distinguishing large, small and non-complex, and other institutions.
The feedback from this consultation will inform the finalization of the SNCIs process and methodology. This discussion paper complements the related consultation on revisions to the ITS on supervisory reporting.
