The European Banking Authority (EBA) has initiated a public consultation on draft amendments to its guidelines on sectoral exposures for systemic risk buffers, focusing on climate change risks. Comments are due by April 30, 2026.
The European Banking Authority (EBA) has launched a public consultation on draft amendments to its Guidelines on the appropriate subsets of sectoral exposures for applying a systemic risk buffer (EBA/GL/2020/13). The revised guidelines aim to improve the effectiveness of the systemic risk buffer in addressing climate change-related risks.
The draft amendments introduce greater detail in identifying exposures related to physical and transition risks from climate change, through enhanced sectoral and geographical classifications. They also incorporate lessons from the implementation of existing measures across Member States to improve design, monitoring, and reciprocity.
Comments can be submitted via the EBA consultation page by clicking the “send your comments” button. The deadline for submissions is 30 April 2026.
The EBA will hold a virtual public hearing on 9 April 2026, from 15:00 to 16:00 CET. Stakeholders can register by 1 April 2026, 16:00 CET, using the provided link. Dial-in details will be shared with registered participants.
All comments received will be published after the consultation, unless confidentiality is requested.
The amendments are based on Article 133 of the Capital Requirements Directive (EU) 2024/1619 (CRD VI), which clarifies the use of the systemic risk buffer to address climate-related risks.
