ECB discusses digital euro development and pilot plans

The European Central Bank outlines the digital euro’s purpose, benefits, and pilot program starting in 2027, emphasizing resilience, privacy, and financial inclusion across the euro area.

The European Central Bank (ECB) held a joint workshop with Bruegel and the Bank of Finland on March 21, 2026, to discuss the digital euro. The digital euro aims to provide an additional payment method across the euro area, supporting resilience, strategic autonomy, and financial inclusion.

Current payment infrastructure is dominated by international card schemes, with 15 out of 21 euro area countries lacking significant domestic digital payment solutions. Finland is a frontrunner in digital payments adoption, with 80% of shop transactions via mobile payments in 2024.

The digital euro is envisioned as a digital form of cash, ensuring access to public money, privacy, and choice between cash and digital payments. It benefits consumers, merchants, and payment service providers by offering lower fees, instant funds, and increased negotiation power, while maintaining privacy and accessibility.

Domestic solutions are adopting digital euro standards to achieve pan-European reach without heavy investment. A 12-month pilot is planned to start in the second half of 2027, involving real-world transactions and testing four use cases: online P2P, offline P2P via NFC, online P2P at points of sale, and online P2P in e-commerce.

Legislative preparations are ongoing, with the ECB awaiting legislative adoption before deciding on issuing the digital euro. The European Parliament is expected to reach a conclusive position in May 2026. The ECB appreciates the progress made by the EU Council and Member States, including Finland, in advancing the project.
