In March 2026, the ECB Governing Council approved reports, initiatives, opinions, recommendations, and appointments, including monitoring compliance, the Appia roadmap, legislative opinions, and supervisory activities.
On 18 March 2026, the ECB Governing Council approved the 2025 monitoring report on central bank compliance with prohibitions on monetary financing and privileged access, in accordance with the Treaty on the Functioning of the European Union (TFEU). More details will be available in the ECB’s Annual Report 2025, published on 4 May 2026.
On 11 March 2026, following approval, the ECB published the Appia roadmap for Europe’s tokenised finance initiative. Stakeholders are invited to provide feedback until 22 April 2026 through a public consultation. Appia aims to develop a European tokenised financial ecosystem involving the Eurosystem and various stakeholders.
The ECB adopted several opinions and recommendations:
Regarding corporate governance, the ECB adopted a recommendation on 18 March 2026 concerning the external auditors of the Bulgarian National Bank, to be published on EUR-Lex.
On 18 March 2026, the Governing Council appointed Věra Jourová as a member of the ECB’s Ethics Committee for a three-year term starting 1 May 2026, succeeding Virginia R. Canter. Ms Jourová has obtained necessary clearance in line with European Commission rules.
In banking supervision, the ECB approved the 2025 supervisory activities report on 3 March 2026, published on 18 March 2026, and authorized its transmission to EU institutions. The Governing Council also adopted a decision on supervisory fees for 2025 on 5 March 2026. Additionally, on 6 March 2026, the ECB agreed to notify the EBA of its intention to comply with environmental scenario analysis guidelines by 1 January 2027, for significant supervised institutions.
