ECB outlines digital euro development and payment strategy

The European Central Bank (ECB) has outlined its strategic approach to developing a digital euro and modernizing the European payments landscape. The strategy emphasizes supporting an integrated, innovative, and competitive payments market driven by digitalization and new technologies such as distributed ledger technology (DLT).

The ECB’s comprehensive payments strategy aims to ensure effective monetary policy, financial stability, and the smooth operation of payment systems across wholesale and retail sectors. Key initiatives include the development of digital euro, tokenized central bank money, and establishing a European acceptance infrastructure for digital payments.

The digital euro is envisioned as a digital form of cash available across the euro area, both online and offline, with increasing adoption of digital payments. Banks and payment service providers will play a central role in distributing the digital euro, with safeguards such as holding limits and no remuneration for holdings.

The ECB is progressing through phases of investigation (October 2021 – October 2023), preparation (November 2023 – October 2025), and ongoing development, with a pilot scheduled for 2027 and potential issuance in 2029, contingent on legislative approval.

Additionally, the ECB is exploring tokenization to enhance efficiency and innovation in capital markets, supporting a shared, interoperable DLT ecosystem. It also aims to integrate tokenized deposits into the monetary system, supporting digital asset markets and systemic risk mitigation.

Cross-border payment initiatives include interlinking TIPS with global fast payment systems and participating in BIS-led projects to facilitate multi-currency settlement, aligning with G20 objectives.
