EU finance ministers met in Lefkosia on 22–23 May 2026 to discuss enhancing competitiveness, digital finance, and sustainable investment strategies amid geopolitical challenges.
The European Union’s (EU) finance ministers gathered in Lefkosia on 22–23 May 2026 for the informal Economic and Financial Affairs Council (ECOFIN) meeting. The discussions focused on boosting Europe’s competitiveness, digital finance, and meeting increasing investment needs without compromising fiscal sustainability.
During the meeting, ministers emphasized the importance of political determination to accelerate EU reforms aimed at sustainable growth. They acknowledged the urgency of advancing competitiveness, especially in light of recent geopolitical developments, including the Middle East conflict. The Cyprus Presidency’s motto, “An Autonomous Union, Open to the World,” guided the agenda.
Cyprus’s Minister of Finance, Mr. Makis Keravnos, stated that “Competitiveness is not just about markets or numbers. It is about Europe’s capacity to shape its own future in an increasingly complex world. This is not only an economic imperative – it is also a geopolitical necessity.”
The ministers also discussed stablecoins, focusing on risks and opportunities, interoperability, and cautious integration into the EU’s monetary system. The discussion was informed by a policy paper from Bruegel and included input from the European Stability Mechanism and academic experts.
On the second day, the focus shifted to how Europe can meet rising spending needs while maintaining fiscal sustainability. The debate was based on an IMF paper titled “How can Europe Pay for Things That It Cannot Afford?” and included interventions from the IMF and the European Court of Auditors. The ministers agreed that reforms at both national and EU levels are necessary to promote private investment and ensure strategic priorities are financed.
