OEB clarifies residence documentation requirements for third-country nationals

The Cyprus Employers & Industrialists Federation (OEB), in consultation with the Director of the Immigration Department of the Deputy Ministry of Migration and International Protection, clarifies the requirements for documenting the residence of third-country nationals who enter or reside in Cyprus for employment purposes.

According to the Law on Aliens and Immigration (CAP.105), Article 18YST, for issuing, modifying, or renewing a single employment permit, the following conditions must be met:

• (b) The third-country national holds a valid residence permit in Cyprus, applies in person, and has an address in the areas controlled by the Government of Cyprus.
• (e) The third-country national has satisfactory accommodation that meets safety and hygiene standards or is provided with such accommodation by the employer.

To verify residence, the following are required:

• Presentation of a title deed or rental document. An original is not required; a copy suffices.
• If the document is not in the foreigner’s name, a certificate from the person whose name appears on the document confirming residence is necessary.

When entering Cyprus for the first time, third-country nationals may declare a temporary residence address, such as hotels or temporary accommodation. Upon establishing permanent residence, the relevant information must be submitted to authorities.

During residence permit renewal, proof of permanent address (title deed or rental document) must be provided, along with any necessary certificates. These documents should be available and complete at the time of application submission.

Businesses are advised to establish internal procedures to maintain files of all related documents to avoid delays or legal issues regarding foreign workers’ residence. Employees should provide all required documents promptly, especially if accommodation is not provided by the employer.
