Cyprus has emerged as the fastest-growing startup ecosystem in the European Union, according to the StartupBlink Ecosystem Index 2024. The Mediterranean nation recorded the largest rise in the global rankings, climbing nine positions and solidifying its status as a burgeoning hub for innovation and entrepreneurship.

The country now ranks fourth globally among nations with populations under two million, a notable achievement that underscores its rapid transformation. Cyprus also holds the sixth position worldwide in the number of startup exits valued below $1 billion, and ranks ninth globally in terms of investors per capita. These figures reflect a dynamic and maturing ecosystem that has seen the number of startups increase fivefold since 2020.

Limassol, in particular, has distinguished itself by ranking first in Southern Europe for startups. Cyprus is also the only country with fewer than two million residents to have four cities featured in the global startup index, highlighting the geographic spread and depth of its innovation landscape.

Theodoros Loukaidis, Director General of the Research & Innovation Foundation (RIF), attributed this growth to a combination of strategic government support and targeted initiatives. “Cyprus’ startup ecosystem is expanding rapidly. This recognition reaffirms our commitment to strengthening innovation and entrepreneurship,” he said. “With strong government support, targeted funding programs, investment incentives, and talent attraction initiatives, we are fostering a favorable environment for startups to develop products, secure private investment, scale internationally, and succeed.”

Cyprus’ rise in the rankings also reflects its growing specialization in key sectors. The country now ranks 39th globally in Fintech and 25th in Gaming, sectors that are increasingly central to the global digital economy. These advancements are part of Cyprus’ broader strategy to position itself as a regional hub for research, innovation, and technology.

The reaffirmation of Cyprus’ progress on February 27, 2025, marks a significant milestone in its journey toward becoming a competitive player in the global startup arena. Backed by robust policy frameworks and a clear strategic vision, the island nation is translating ambition into measurable success.
